Former athlete and pastor barred from working with children

A FORMER Australian representative sportsman and pastor has been refused a clearance allowing him to work with children after it was revealed he had preyed on his teenage daughter while she was sleeping.

The man, who cannot be identified for legal reasons, had made an application to receive a Blue Card, which would allow him to work with children, only to have the Commissioner for Children and Young People reject the application.

The man took his fight to the Queensland Civil and Administrative Tribunal in a last ditch attempt to have the commissioner's decision overturned.

The tribunal heard that while living with his family in Maryborough during the late '90s the man was charged after his 16-year-old daughter complained to police about his actions.

He was subsequently charged but no conviction was recorded.

In a letter accompanying his application to the commissioner the man tried to dismiss what happened in Maryborough.

"Fifteen years ago I was becoming aware that my eldest daughter was developing as a teenager and was looking extremely like her mother must have done as a teenager," he said.

"It led to interest that brought about two events where I acted improperly in a voyeuristic way that was totally inexcusable and inappropriate.

"It was not physical and it was dealt with through subsequent counselling and has never been an issue with her or any other person since."

However, the tribunal found that despite numerous glowing references the man had failed to demonstrate any insight or remorse regarding his actions apart from the impact on himself.

The tribunal found the commissioner's initial decision to reject the man's Blue Card application was just.
