A MASSIVE 160-hectare housing and community estate in Westbrook is a step closer to construction.
Fernleigh Properties estate will comprise of more than 1500 residential lots plus a retail precinct and supermarket.
The company is now clear to continue its development application, after the Queensland Government announced changes to the region's urban footprint last week.
Project development manager Geoff Kath said the expansion of the South-East Queensland Regional Plan, which adds another 400 hectares to Westbrook's urban area, was a boost to Fernleigh's chances.
"Council has not been able to approve any development outside of (the urban footprint)," he said.
"We knew there was a change under way, (because the Government) review it from time to time.
"They released the draft plan in 2016 and we knew it was coming and that we were in the draft.
"Now its finally been released, we can start to push forward with things."
If approved by the council, the development is likely to double the 4000-strong population of Westbrook, which has been highlighted as a high-growth area in the Toowoomba region by the council.
Coles has submitted an expression of interest for land in the project.
Mr Kath said he was confident Fernleigh met the council's criteria.
"The process from here is to provide some further information to council so that the assessment process can commence," he said.
"We are only days away from having the final components of the information required.
"What we are proposing is absolutely consistent with the outcomes of the Toowoomba West Land Investigation Study."
The first 100 lots will be ready to sell around a year after the council gives its approval.
